This Cafe is located inside of one of the state buildings (CalPERS), but you don't have to be an employee to eat there. You do have to go through the corridors though if you are coming from P St. There are multiple entrances (both on P and Q St). The food is always fresh here. In general I would call it American cuisine, but they change it up every day (have special meals). Here you can find a salad bar, sandwich and wrap bar, soups, grilling area and meal of a day area. There are various drinks sold here too (no alcohol though). Prices are very reasonable for the quality of food. Meals are big. They also have a happy hour from 14.00 to 15.00 on Tuesday, Wednesday and Thursday. Everything is $1. It's usually a selection of snacks/quick bites and drinks. In general it's a great place for lunch even though it gets crowded.

Best cafeteria in all government buildings in Sacramento. Open to the public. Daily specials, good variety, reasonably priced. Happy hours specials 2-3pm on several of the weekdays with $1 to $3 snacks.

THEY ARE OPEN AGAIN!!! (online and screen ordering, pay by card, togo only...) Excellent breakfast and lunch for a very reasonable price. It does get confusing which line to stand in for what food item. People are very helpful so don't be afraid to ask. And yes it is open to the public, not just employees...
